How to copy files from one directory to the other on a server

I am trying to copy file_A from directory_B on the server to directory C. I use the following command but shows the below mentioned error

scp file_A username@remote_server: path/directory_B/

Error ssh: connect to host server port 22: Connection timed out lost connection
