Are you running a server on your local machine that has that IP address? If this server is remote then it is obviously part of a private IP space being used internally at your institution. You will likely need to use VPN to be able to connect to your institution's network first and then use SSH to connect to server at that IP address.

First, not a bioinformatics question. Second, I don't think it is a good idea to give away your username and server address in open format. You still can delete or obscure them because they are irrelevant to your question. Third, it seems like the server is actively refusing the connection. If you tried several times unsuccessfully, the IP number from which you tried to connect may have been placed on the black list - more specifically, in /etc/hosts.deny file. The only way to revert this is to delete that IP entry, or to place the same entry on the white list, which would be in /etc/hosts.allow. Both actions require admin privileges.

It is easy to find out if your WiFi IP is blacklisted. Connect to one of those servers that you can access, and run the same ssh command from them. If that connection works, your WiFi's IP probably won't work until you address the issue I described above. If everything else fails, you can try from a different IP number or connect indirectly via one of those servers to which you have access.
