Well there's your problem :) Since it is "methodology", they can simply publish a bunch of equations and argue that this is enough for anyone else to implement the idea. This is quite common, even now in statistics publications. So the short answer: there is no program.
Personally, I believe that methods without implementations should not be published. Do the world a favour by highlighting these papers in PubMed Comments.
I agree - implementations are crucial. (And I've been pretty harsh in some reviews of papers that don't provide one).
