You can't perform functional analysis on 16S rRNA gene, but you can use the 16S rRNA genes to predict the functional potential.
Please have a look into the following Biostars post which includes some tools and the respective repos and papers: Is it possible to predict functional profile of microbiome through 16S rRNA gene amplicon-based sequences?
