How to cite the "BED 12" format ?

Hello everybody, I was just wondering...

Is there a paper that can be cited to describe the "BED 12" format ?

Generally speaking, you don't need citations for a file format...

Unless it's a paper about file formats, compression, algorithms, etc. rather than biology.

This format is mentioned on this paper (2002). To my knowledge, this is the first time the bed format is mentioned in a scientific publication. I could be wrong because I didn't look through all the publications from the human genome project.

Since August 2001, it has become possible for users to upload their own annotations for display in the browser. These annotations can be in the standard GFF format (http://www.sanger.ac.uk/Software/formats/GFF), or in some formats designed specifically for the human genome project including GTF, PSL, and BED.
