You can find CHM13 T2T assembly here (LINK for NCBI page) and direct LINK for sequence. I don't think it is appropriate to call it GRCh38.p14. Since this sequence is from a specific cell line I doubt it will get that patch name. In any case GENCODE is the official organization that releases site is where you will find authoritative human genome builds.
For continuity and compatibility with existing annotation current GENCODE genome would still be the safe bet.

Genome Reference Consortium is the one that releases GRC genome assemblies such as GRCh38.p14.
