Well, here you have a quick overview for Europe:
Don't take it for comprehensive, new programmes are opened every year.
In the same wiki you will find more: Bioinfo in the whole world
If you find programmes that are not listed, please be so kind and report it to bioinformatics.org website admins (I was glad about this list when I was looking for BioInfo Master ;-) )

I think free depends on where you are coming from going to. Where are you from and where would you like to go?
What ones have you found so far? What aspects of bioinformatics are you particularly interested in. E.g. York (U.K.) specialises in Structural Bioinformatics and is free for some EU students.
