If you are running a Pubmed.cn, I assume you are in contact with Pubmed or NCBI, so you should ask them, especially concerning their data policy for emails and other details.

Is it really off topic? If you are using the API for ncbi to retrieve information systematically, such as information about genes, or information about the authors of manuscripts, such as their email address, it is of interest to me to know if that is or is not a field which is retrievable. And systematic retrieval of biological information (including author stats) from a biological database strikes me as a bioinformatics-related question.

I think it's about a policy of a database, this should be negotiated between the op and NCBI, he could contact NCBI directly, only they can answer the question about their policies. If it was to prevent spam, I would appreciate it btw, because I would receive less spam invitations from some "Doris" to spam conferences in "Dalian, China".
