I would think not the web version based on this
Edit: As @Eric said below you would need to install a local copy (directions here). The program seems to require additional transcript files (which you would need to provide). In all it may be an involved process but it could possibly be done.
Oncotator appears to have been updated last in 2016 (it may be a mature application) but if you think you will need support then that is something to keep in mind.
I'm not exactly sure, but you might and should be able to install a local version and build your own data source that includes dog cancer annotations.
