fantom5 enhancers GRCh38

Hello,

I have a dataframe in which the rows are CpGs and the columns are either the CpG relation to Islands, or the name of the samples, and also, a column named: fantom5_enhancers_GRCh38.

This column has a "TRUE" for some CpGs (I understand this means that the CpG is located in an enhancer) and then also in the majority of the rows there is a coordinate such as: chr1:897654-898867. So, does that mean that the CpG is inside an enhancer? Or what should I do with these coordinates? I tried checking if the CpG position is between these coordinates and it isnt most of the times.
