Accessing controlled cancer data
  1. I have recently gained access to ICGC portal and EGA portal. Do I need to get access to the GDC portal too or is the GDC data already present in ICGC?
  2. While trying to download from individual repositories(Collaboratory, AWS, GDC) I am again asked to gain permission from the individual databases. Why is that given I can already access ICGC.

I'm unsure why you're asking about access issues here. You should ask the ICGC via their Contact Form. Be sure to compose your question in as professional a form as possible, as, then, they will be more likely to respond to you.

It looks like you are also unsure about what are the GDC and ICGC. The GDC is just a US Government hosted domain / data-access portal for TCGA data and some of the ICGC data. The ICGC data is distributed Worldwide, in fact, but the GDC is the largest single host of ICGC data. Read up on this here: REPOSITORIES.

Be sure that you have read all instructions for how to use your access permissions correctly. You may have to supply an encrypted 'key' file each time that you want to download data, and it may be specific for the IP / MAC (not Apple 'Mac', but, 'Machine Access Code') address that you supplied when registering for access.
