Panning through a graph using python

For my assignment I made a dotplot with python with two protein sequences, and was asked to implement panning through which the user will have a choice to press one of five keys to “page” forwards or backwards through either sequence, or return to the main menu.

I never did it. I dont even understand the question. Can anyone help me understand the question?

I presume the meant functionality like this that would allow zooming and panning.
