This is not an answer for the question asked by @Shicheng so I have moved it to a comment.
That's a vague question. "Bioinformatics database" can be anything from an Excel spreadsheet of favorite genes to NCBI. Can you elaborate? What kind of information does it store? How big is it? Does it need to be accessible by a lot of users? Does it require a graphical interface? Is the database management system already defined?
