how I can install PSICQUIC cytoscape plugin?

I was going to install PSICQUIC cytoscape plugin from file. my cytoscape is 3.3.0 and PSICQUIC is webservice-psicquic-client-3.3.0_1.jar but it is nothing happen

who knows what to do please?
