submit BLAST url api

Hello,

How can I submit BLAST url request to NCBI server to perform BLAST query?

I use: "http://blast.ncbi.nlm.nih.gov/Blast.cgi?QUERY=NM_000240\&DATABASE=nr&PROGRAM=blastn&FILTER=L&EXPECT=0.01\&FORMAT_TYPE=HTML&NCBI_GI=on&HITLIST_SIZE=10&CMD=Put"

But it display: "Message ID#35 Error: Cannot validate the Blast options: expect value or cutoff score must be greater than zero"

Any help please?
