Unsure how to change Blast hit coverage in Blastall unix program

Need some help with changing a parameter on BLAST for a project I am working on. The question I am answering is,
"Does ....... happen when we require that a blast hit covers at least xx% of the target sequence?" So my question is how to change this parameter in the Blastall command line in unix.
