External identity on Terra in Europe with NIH

Hi!

I need to access this file: gs://firecloud-tcga-dcc-closed-access/reference/PoNs/final_summed_tokens.hist.bin

So, I have access to dbgap through my PI. I have an ERA Commons ID linked to my institutional email, that is also linked to login.gov.

Now the same email is also linked to Terra, and when I try to add an external identity through login.gov, this is only possible if you are a US citizen.

I don't know how to proceed, and I need the file urgently.

That's a google cloud URL. Did you try downloading using gsutil?

It requires access through dbgap, that's why I have to link it with the era commons id. I am now trying with ID.me but waiting for my account to be set up. Would you have any experience or insight with this?

I never tried to download files from Terra, but you are right that US ppl use login.gov, and foreigners use ID.me in general.
