creating ERA commons account to access TCGA controlled data

Hey peeps!

I have come here after going through a head-aching documentations/FAQs/tutorials, etc. I have come across the point that: "in order to create an ERA commons account, you need to register at SAM and grants.gov portal"

My question is, is someone out there who have been through this process and could give a bullet point walkthrough of the process only regarding the SAMs, grants.gov portal? specifically, from outside the U.S. and who just wants an ERA account for the sake of accessing dbGaP controlled-access data

I do have a signing official authority, plus I also received my organization's DUNS number. Please help!
