You would have only people who know Russian answer your questions. And, that information would be inaccessible to a lot of people.

If you think there is a demand for only Russian bioinformatics forum you can always fork the biostars project and start your own forum.

(+1) I would add that nearly every moderator wouldn't be able to tell whether a question is valid or is spam.
