How to set the 'PASS' value in the filter column of a VCF file with '.' only?

Hi all, I created a vcf file but the filter column only has dot (.). So how can I get a pass value for this column? I looked at other vcf file with QUAL values below 20 and still get a PASS. Thank you so much!
