'All' genes exist in all cell-types, of course; however, they are expressed at different levels. I would recommend that you take a look at:

• GTEx Portal
• TissueEnrich (R)

These days, standard gene-set enrichment tools also interact with tissue expression databases; so, with this in mind, please try:

• Enrichr and its R package equivalent, enrichR

Specifically for genetic variants:

• Open Targets Genetics
• 3DSNP
