What does p-adjusted value of 1 mean? Does that mean the differentially expressed gene is insignificant?

Yes. It indicates lack of significance. There is no evidence for discarding the null hypothesis. Adjusted p-values and regular p-values are interpreted similarly in trend...lower means more likelihood of rejecting the null and accepting the alternate hypothesis (your favorite gene is differentially expressed).
