./configure: No such file or directory error while installing clustal omega

Hello my question will be very basic I am trying to allign my sequences in local since I can't do it in web server because it is too big but while I tried to install it I do get this error ./configure: No such file or directory the dir code shows;

AUTHORS.txt icon.png libgomp-1.dll README ChangeLog INSTALL libstdc++-6.dll clustalo.exe libgcc_s_sjlj-1.dll pthreadGC2-w64.dll

any one knows the solution?
