is it only related with Head to Head organisation of the gene or the TSS distance is also a factor

I hope the question is related to bioinformatics because I am trying to build a computational model to find divergent pairs from a genome. Just to clear the idea I need biological support. If I am asking such a question in the wrong platform, please excuse this time.
