question on using ORFfinder
I downloaded ORFfinder linux version from NCBI: ftp://ftp.ncbi.nlm.nih.gov/genomes/TOOLS/ORFfinder/linux-i64/
And I encountered this error when using it:
Isn't ORFfinder a local program? Why does it need to open initial connection? And why does the error occur anyways?

you can ask their Help Desk in the meantime you can use some Emboss programs
Indeed, same occurred at my local machine. Seems like a bug, you should fill a bug report using the Helpdesk Web Form - there is a link on the bottom-right of the ORFfinder page. Don't forget to provide some more information, like the operating system you are using.
