How to create local database for doing BLAST

hello everyone please guide me about how I can create a local database for identified genes by BLAST search against the EST sequence

how I can download EST Sequence of the respective plant species(eg Oryza sativa) in the local database and how I can perform BLAST against this EST sequence via identified genes
