Like the title says what does any one know what is vdb_names? what is VDB? Just trying to understand ....

VDB is a database format to store "next-gen" sequencing data. See the handout Using SRA Toolkit to BLAST SRA Data Locally. It doesn't really explain anything, but gives you pointers where to look next - namely, SRA ToolKit publications and docs.
