Is that an actual error that is being produced when you run the tool? Did you install the program yourself? At a high level the perl script being referred to is either not present or the file location (path) is not accessible on compute node (if you are running this on a cluster).
As mentioned by genomax, please make sure you have installed RATT correctly. Later, I can guide you how to run RATT for annotation transfer, and please provide more information what command you have run with files.
