Where can I download a consensus human refseq that is annotated for ncRNA

I need this for a class, I have searched and I know the 1000 project is usually recommended for a human refseq but I don't think that has ncRNA annotations. I understand my question is basic so I appreciate all you experienced folks putting up with a beginner.
