Hello. I'm analyzing the non-coding RNA data in Head and neck cancer. I used dataset from TANRIC and I downloaded Gencode GTF.
Is "ENSG00000227418.2 same non-coding RNA with "ENSG00000227418.6"?
or Is "ENSG00000227418.2 same non-coding RNA with "ENSG00000227418"?

Yes, the number after the decimal point is a version number, which happens when new isoforms or such are added. It's the same gene either way, just different annotation versions.
