I very often add code markup on questions or change the post type (from 'tool' to 'question'). Although I don't always do so, might be the best to inform OP about the changes I made (and how they can improve on this in the future).

Once challenge with accepting answers lies in moderators not being able to verify that the question does indeed addresses the original issue.
Questions may be incompletely formulated or mistaken. Having an answer accepted by the author carries a different weight - I think commenting on a post saying that it should be accepted is also a good way to remind the author about this responsibility.
Moderators can reformat questions - though I would recommend to only make small changes - it could be disconcerting for a user to come back and not recognize their own question. Users can of course edit and reformat their own questions.
It's a good point about an answer that seems right may not actually be what the OP is looking for. However, there are occasions where the OP will comment with something like "that solved my problem" to indicate that the answer is correct, but it wouldn't be marked as such.
Yes moderators can toggle "accepted" status for an answer. Most of us have not been doing that as a routine practice since only OP can truly decide if an answer helped them.
Note: I have been formatting code part of questions though to improve visibility/readability routinely.

Not sure what you are asking here? Even new users should be able to edit their own posts. I believe there is a limit of 5 posts per unit time (day?) for new users who just join.

Any chance of mods being able to move posts to specific places inside a thread (and the option of converting a post to a new question) likely to make an appearance? Since I have your attention :)
This is a feature that I also would like to add. It is mostly a user interface issue - how to make this simple and reversible.

I mean another users, so If user A wrote a question in a bad format user B can edit only the format not the question itself
