GTEx: Genotypes specifc differential gene expression plot for an RSID?

Manually through GTEx Portal we can access this for QTLs.

Is there a way to get it locally or through any api or R ?

For example: rs1998081, rs2567617, and rs2144940 genotypes are associated with differential THBD gene expression in whole blood.

You can download their entire dataset (under 'Datasets') and calculate those (in R) yourself.

I could not find the Genotype information links to expression ; can you direct me to those files in GTEx
