How to plot ENc Vs GC3 graph

I have got ENc value and GC3 value.. now I need to plot the graph.. Main problem is how to plot curve in the scatter plot used ENC=2+GC3+29/(GC3^2+(1-GC)^2).. which software is used to plot the graph..

Can any one plz give the steps to follow..
