Yes, you can build the protein interaction network based on microarray data.
Use the WGCNA package http://labs.genetics.ucla.edu/horvath/CoexpressionNetwork/Rpackages/WGCNA/Tutorials/
Note that gene co-expression networks are not the same as protein-protein-interaction networks.

No, microarray data will not help you build a protein-protein interaction network. At best, you could use microarray data to predict PPIs that you can then test
