The EMBOSS site at Open-Bio is currently suffering from problems, the EMBOSS folks are aware of this and are working with the Open-Bio admins to solve the problem. In the meantime I suggest you check the various mirror sites to see if they have the current mEMBOSS distribution:
Otherwise I suspect you are going to have to trawl the Google results and see if you can find a download site with a reasonably current version.
For updates on the EMBOSS web and FTP sites and discussion regarding EMBOSS see the EMBOSS mailing lists.
Apparently there are some problems with the EMBOSS FTP site, I'm currently looking to install the mEMBOSS for windows... I will try doing that through some mirrors if possible.
