In 2012 a CDC facilitated working group, NGS Informatics was convened to identify and build consensus around the requirements for a clinical grade variant file format. This group will begin to solicit feedback from the bioinformatics community using the tag VCFclin and will post updates and specification recommendations via the website http://vcfclin.org.
As you will see it for yourself getting people to discuss concepts on a public website is quite challenging. We'd be happy to try to facilitate this for you here on Biostar. Let us know if you have specific needs or require certain features.
