circos ignoring the ticks and plots

hello everyone, i am trying to make a circos plot for my data showing miRNA positions and its expression. Following is my main conf file. I have included all plots in here. but the circos seems to be ignoring the ticks and other plots and only making the ideogram. enter image description here
