I have been trying to access the RefSeq of a bacteria using this link: https://ftp.ncbi.nlm.nih.gov/genomes/refseq/bacteria/ however I am unable to gain access. The email address of the webmaster has not been mentioned too. Can someone please tell me what to do?

That directory doesn't exist. For future reference, try going backward one directory at a time until you get somewhere. That's what I did, and this directory could be what you want:
It is not question of gaining access https://ftp.ncbi.nlm.nih.gov/genomes/refseq/bacteria/ has become so large that a full listing takes a few minutes. You will eventually get the listing.
Yesterday it was an issue of access, and it posted an error to that effect. Today it seems to be just a big wait for a large directory to load.
