Population-Scaled Recombination Rate

Hi:

I would really appreciate it if someone could clarify me what the population recombination rate is

This is the formula: rho = 4Ne x r

where Ne is the effective population size and r is the map of the recombination rate.

I don't understand what the this r means? the recombination rate isn't supposed to be a value? o the recombination between sites? how is this a map?
