What Is "Notion Local Variability" In The Context Of Cnv Discovery?

Hi,everyone

Here I read a paper about CNV discovery,CNAseg. The paper mention a notion local variability, it seems about noise, but I do not know what exactly the notion is?or what differences it makes?

Also local read count variability mentioned in cn.MOPS. Can anybody help?Thank you every much!
