Tools To Determine Intersections Between Complex Sv In Vcfs?

Are there any available tools to find complex overlaps between SV vcfs?

For example, a tool to compare Breakends in vcf format (SVTYPE=BND) between two vcf files, given a certain window for both coordinates.

The other type of SVs are probably easier than BNDs, but still more complex than just comparing SNVs between different vcf files.
