How To Simulate Sequences With Seq Gen Assuming A Fixed Rate Of Evolution

I'm having a brain freeze moment. I want to simulate sequences down a tree with Seq-Gen. The tree is in units of millions of years. I want to simulate the rate of 5x10^(-8). This means that I need to scale the tree to get the rate right. The scale factor -s should be 0.05, correct?
