I dont't know about softwares to predict promoter regions of miRNA, as far as i know those are very specie specifc and usually won't perform very well. The most common aproach is to predict the miRNA sequences itself and then use a software like BPROM (http://linux1.softberry.com/berry.phtml?topic=bprom&group=help&subgroup=gfindb) to check for promoter regions upstream of the predicted sequences.
