clarification regarding SNP position in fasta file?

I have retrieved chromosome 17 from Canis lupus familiarise NCBI Reference Sequence: NC_006599.3 and I learned that it has 64289059 bp. I referred to an article entitled Association of Filaggrin (FLG) Gene Polymorphism with Canine Atopic Dermatitis in Small Breed Dogs wherein authors mentioned that they found single nucleotide polymorphism (rs22588227) on chromosome 17 at position 64,297,022. Chromosome 17 itself has 64289059 bp only, then how could they found SNP at position 64,297,022. Please help me to understand the same. Thank you in advance.
