Determine heterozygosity with GenomeScope

My question is pretty simple : from which rate of heterozygosity can we consider a genome is hihgly or slowly heterozygous ?

For example, the result I got with GenomeScope determines a rate of heterozygosity of 3.13% . Is it a high rate?
