How is 1000 genomes so accessible when many other genotype/sequencing projects are fairly restricted in their access?

Obviously not a bioinformatics question, but I don't know a better community to ask.

Seriously though I can just go their ftp server and get all these genomic data. Many other, similar projects require you to go through lengthy request processes. Was it just because 1000 genomes was 'early' in the genomic revolution and when they planned it there was not a culture of having genomic data restricted yet?

Sample collection principles for 1000G project are enumerated on this page. Their consent process specifically noted that the data will be publicly released. Since these samples have no associated clinical data there are no PHI concerns.

I believe genetic data is considered PHI in the US (source). Of course, that would not matter if the participants give consent to release it.
