This may not be the answer you were looking for, but I will put it out there for your consideration.

Most Linux distributions are, for all practical purposes, free. Linux can be installed in dual-boot fashion alongside other operating systems such as Windows. It can be even tested from a DVD or a USB stick without modifying the existing system. All of this is to say that it takes very little money to create a Linux desktop or server, as long as you already have a computer. That may be a better choice to consider as you will have control over what is installed, rather than hoping that there is a free server out there with enough resources that will match your needs.

You can run almost any OS through Docker on almost any computer.
