Tools to predict regulators or regulation networks

Hi, I have two sets of genes, and they function in a common pathway. However, I found these two sets are regulated in two distinct mechanisms from gene co-expression analysis. Now, I want to have some clue about possible candidate regulators for these two sets of genes. Anyone could suggest some tools for this? Best regards, Raymond
