Issues with Gel Electrophoresis: DNA Barcoding

Our lab has been having issues with "smiling" bands recently. We assumed the issue in image 1 could have been due to a larger concentration of salt, so for the second image gel, we diluted the primer product with molecular grade water. The second gel image was run at 80V for an hour and a half. We are using 1x TAE and run 1% agarose gels.
