Mutation rate by tissue type

Hello,

I am trying to model how cancer grows in different tissues. Each tissue is mainly described by the number of stem cells and growth rate. At each time step, mutated cells will be drawn from a Poisson distribution with a specific probability.

I assumed a single mutation probability for all tissue types. However, this assumption does not allow for tissues with smaller number of stems cells or with lower growth rates to ever develop cancer.

Can I assume a specific mutation probability for each tissue type? If yes, how?
